Kapil Sibal gives IIMs autonomy to choose directors

Appointment of directors and borad members of the IIMs will be done through an independent collegium from now on, a move that will make the process broad-based, the government said on Friday. A decision to this effect was taken at a meeting of IIM directors with HRD Minister Kapil Sibal in which they discussed about the vision and autonomy of these prestigious B-schools. "The collegium will suggest names for appointment of the board members and the directors. The composition of the collegium will be restricted to 13 members," Sibal told reporters after the meeting. Asserting that there will not be any interference into the autonomy of the IIMs, Sibal said that the directors of the seven IIMs have been asked to prepare a vision document for their respective institutes for next five years. "The IIM directors will submit their vision document on expansion plans keeping in mind quality and inclusiveness. They will submit their vision document by January next year," he said. At present, the IIM board members are appointed by the government on the recommendation of the boards. The directors are also appointed in a similar fashion. Sibal said that the IIM directors have accepted the idea of collegium-based appointment. However, there will be no pan-IIM board as suggested by the R C Bhargava committee which went into the functioning of the IIMs. The Bhargava committee had suggested setting up a pan-IIM board for greater excellence. "The IIM directors are opposed to the idea of pan-IIM board. There will be no such body," Sibal said. The proposed collegium will comprise academicians and members from industry. While each IIM have its own board, the proposed collegium will be a single body to suggest a panel of names for directors and board members of all IIMs. The government will select one name from the panel, a procedure that would make it clear that government did not interfere in the selection, Sibal said. "It is a good idea. We will see how it can be implemented," IIM Bangalore Director Prof Pankaj Chandra said. IIM Kozhikode Director Prof Debasis Chatterjee said that directors were happy with discussions at the meeting. "The minister said there will be no interference by the government into the functioning of the IIMs. He said there will be no constraints in our functioning. We are happy about it," he said. Sibal said that the collegium is expected to be in place from the next academic session. After the collegium comes into existence, the board of the IIMs will be reconstituted. The IIMs have agreed to produce more Post-Doctoral fellows and give more importance to research, he said. The IIMs will be provided enhanced IT facility as each of them will get one megabyte connectivity, Sibal said. The minister asked the directors to focus on more affirmative action to ensure that more girl students take admission in the elite schools. He also asked the existing IIMs to share faculty and facility for grooming the new IIMs which will be set up soon. The government has decided to set up six new IIMs this year. The cabinet has already approved the new IIMs. These new institutes will be set up under mentoring basis, an arrangement under which the older institutes will provide them all help till they come up on their own. Sibal said that the IIMs need to have a flexible system under which a student can pursue certain credits from any IIM other than the institute he has taken admission.

IIM directors' appointment

The following is a press note from the Department of Higher Education, Ministry of Human Resource Development (HRD regarding the selection of Directors of the Indian Institutes of Management.Government's attention has been drawn to reports appearing in a section of the Press that the Ministry of Human Resource Development is interfering in the process of selection of Directors of the Indian Institutes of Management and that there is "political motive" in the Government's decision to invite applications by an open advertisement. Nothing can be farther from truth; and these news reports are baseless and contrary to facts. The Directors of the Indian Institutes of Management are appointed by the Appointment Committee of the Cabinet. The policy and procedure for appointment of Chief Executives in autonomous institutions by the ACC has been laid down by the Department of Personnel and Training, Government of India. As per this procedure, each Ministry has to constitute a Search-cum-Selection Committee, with the concurrence of the DOPT for such selections. The Search-cum-Selection Committee would mandatorily include at least one outside expert of eminence, from the relevant field. The appointment is made by the ACC out of the panel as may be recommended by the Search-cum-Selection Committee. It is clarified that there has been no change in the 'Search-cum-Selection' process notified on the 15th March, 2002 by the MHRD, for appointments to the posts of Directors of the IIMs. As a matter of fact, each one of the present incumbents to the post of Directors of the IIMs, had also been selected by the same process of Search-cum-Selection Committee procedure of March, 2002. In order to ensure a more broad-based and transparent procedure, the posts have been widely advertised for the forthcoming vacancies of Directors of IIMs. All applications received as a result of this advertisement will be placed before the Search-cum-Selection Committees. In addition, letters have been written to eminent educationists, industrialists, heads of institutions etc. to recommend suitable persons for consideration by the Search-cum-Selection Committees appointed by the Central Government with representation of the Chairperson of the concerned IIM. The Search-cum-Selection Committees are also free to look for suitable persons beyond those who apply against the advertisements or have been nominated by eminent educationists/industrialists/heads of institutions. By way of illustration, it may be mentioned that the Government has opened the seventh IIM at Shillong. The selection process of the Director of this Institute is in progress and a duly constituted Search-cum-Selection Committee consisting of persons of eminence with Shri J.J. Irani as Chairman of the Committee, Shri R.N. Datta, Chairman, Board of Governors of the IIM, Shillong and Shri L.N. Jhunjhunwala as Members, along with the Secretary, Higher Education has commenced its work. This post was also advertised. In keeping with the NCMP commitment of autonomy to institutions of higher learning, the Central Government has not interfered with the functioning of the IIMs, or any other public institutions.

Computer-based CAT 2009 exam but no pattern change

Students appearing for the Common Admission Test (CAT) this year need not worry much as the examination pattern will not change even though the mode will shift from paper to a computer-based one. The candidates will be divided into 20 batches with two batches sitting for the test everyday over a period of 10 days.Prometric, the firm entrusted with the task of conducting this year's test, has said that CAT will be held in 20 possible sittings across 23 cities. However, irrespective of the delivery mechanism, the pattern of the exam for admission to MBAs in the prestigious IIMs will remain more or less the same. "It is only that instead of a pencil and paper, the students appearing for the exam will be given computers to mark the correct answers. There will be no major change in the pattern of exam," Ramesh Nava, Vice-President and General Manager, Asia Pacific, Japan and Africa of Prometric India, said. While the infrastructure needed to undertake this task will be determined only after the actual number of aspirants is known, the mammoth task might require about 15,000 computer. "Assuming that three lakh students register for the CAT in 2009 there would be a need for a minimum of 15,000 computers," Nava said.
Given the enormity of the task, Prometric, which has conducted computer-based examinations like GRE and TOEFL, hopes to leverage their experience at the international level for the CAT exam and is working closely with the IIMs in this regard. "Prometric has converted hundreds of testing programmes from paper and pencil to computer-based test delivery and we are applying the lessons learnt from that experience to the implementation of the CAT exam," he said. The IIMs announced in April that the CAT would be held through computers. While a computer-based system is expected to speed up the process of evaluation, it will enable IIMs and more than a hundred other Indian B-schools that rely on its scores to quickly take a decision on admissions. It will also provide greater flexibility to candidates in selecting the date, time and location of the test to suit their needs.

IIM-A seniors share placement notes with juniors

Nowadays, brotherhood is playing a leading role in the Indian Institute of Management, Ahmedabad (IIM-A), where the senior students' are helping the PGP-1 students prepare for their summer placements. The special sessions for summer placements, in which the PGP-1 students are guided by their immediate seniors, have begun. The seniors have already started preparing their juniors for the summer placements which may not be as rewarding as expected because of the changed scenario brought about by the economic slowdown. The summer placements for PGP-1 students are scheduled around the yearend. "Interesting changes have been taking place in various quarters as the market has dipped this year. As for placements, horizons have expanded since new sectors and recruiters are coming up. This means there will be more opportunities for students," said Kanika Mayar, a student of PGP-2, who is also a member of the placement committee, while talking about the special sessions.
"This year we are preparing our juniors so they can make the most of this opportunity and face these emerging sectors," added Mayar. Apart form the regular recruiters, the institute's placement this year witnessed the participation of new recruiters like media firms, private equity firms, event management firms and logistics management and automotive firms. While talking about the trend of seniors guiding the juniors for the summer placement, another student of PGP-2 Vivek Jain said, "It is a tradition of our institute. We have a sub committee of the students' placement committee that ensures that the juniors are well prepared for their summer internship; it also sees to it that their curriculum vitae are made in an appropriate manner."
The special sessions take place both formally and informally. A student of PGP-2, Ashish Mittal, said, "A number of clubs in the institute, each focusing on different sector, have started conducting sessions and making presentations to help their juniors. They are encouraged to contact their seniors for help or guidance while experts are also invited to conduct special sessions." "The initiative to conduct these sessions is our own since we intend to pass on what we have learnt from our seniors. It is a long-term process that helps students make well-informed choice of subjects, sector and company," He further added.

Indian Institute of Management Indore

Established in 1996, Indian Institute of Management Indore is the sixth in the prestigious IIM family of management schools. The institute was chosen to be set up in Indore to give an impetus to management education in central India and has ever since been acting as the pioneer in the field of management, interfacing with the industry, government sectors and PSUs. The essence of management, IIM I believes, lies in managing one's own ambitions and forging ahead consciously. "A strong theoretical foundation is the basis of good corporate practice" this, coupled with a grounding in management as it is practiced, is the underlying theme of the flagship Post Graduate Programme (PGP). Spanning two years the programme is benchmarked against similar programmes of the best business schools in the world. Experiential learning, IT orientation, and social sensitivity are some of the unique features of the programme.
Situated atop a scenic hillock, the beautiful 193 acre campus provides an ideal backdrop for some of the brightest minds in the country to work their best to become the best they can be. To back this up, IIM Indore has a solid infrastructure ranging from a very beautiful campus and hostels to a strong IT backbone and the latest in teaching aids. The geographical proximity to the fastest growing industrial belt in India and the presence of Special Economic Zones around Indore provide the right environment for both giving hands-on experience to the students and in enabling the industry to make use of the wealth of management expertise available in the institute. IIM Indore’s achievements in such a short span of time can be attributed to its innovative spirit, its will to excel, and, to a great extent, to the relationship it has developed with the Indore community.

MAT September, 2009

After the CAT now it is MAT that is going online. September 2009 MAT is going to be a paper based as well as an online test – the notification regarding this has been put up on the official website of All India Management Association (AIMA), the conducting body for MAT. A candidate can select any of the formats while applying but he/she cannot apply for both the formats.
The paper-based test (PBT) will be conducted all over India on 6th September, 2009, from 10 a.m to 12.30 p.m. The computer-based test (CBT) will be conducted in different time slots from September 7, 2009 onwards. One candidate can appear only for one date for September ’09 MAT. Since the CBT will be conducted over a period of time, a candidate has the advantage of choosing the center, the date and the time slot as per his/her convenience.
As a test taker, you should not get intimidated by the change in test format. Actually there are a number of things that have not changed, like:-
The eligibility criteria for application - Graduates in any discipline or Final year students of Graduate Courses can apply.
Duration of the test – MAT is still a 2 hours 30 minutes test.
Total Number of questions – The test would still have 200 questions with 4 options.
Marks per question – All questions would carry equal mark.
There will be negative marks for each incorrect answer, but the exact figure has not yet been revealed. Till May'09 test, there used to be 0.25 negative marks for each incorrect answer
How the CBT format works?
The CBT format assumes that the test taker has basic familiarity with the use of computers like the use of keyboard and mouse operation. The candidate sits in front of a computer and the questions are presented on the monitor and he/she has to submit the answers through the use of keyboard or mouse. A main server prepares the question sets and delivers the same to each terminal.
The candidates would be provided with blank sheets for rough work. Details like one’s name, roll no, form no, etc have to be entered in the space provided on the screen before taking the actual test.
The individual sections / parts of the test would not be timed, so the test taker would be allowed to go back and change any answer that he/she thinks was marked incorrectly at the first go (quite similar to a PBT format).
In MAT all questions are of MCQ (multiple choice question) type. Each question will consist of a stem, which may be in the form of a question or an incomplete statement and four options. One has to choose the correct answer by clicking on the button next to the answer. One can navigate freely through the questions.
The invigilator will guide the candidates regarding how to record or save the work.
The registration process has already started and the forms will be available till 10th August, 2009. The last date for receipt of filled in registration forms at AIMA , New Delhi is 13th August, 2009.

IIM Ahmedabad (IIMA)

Indian Institute of Management Ahmedabad or IIMA, as it is popularly known, was set up in 1961 and today it is business school of International repute. IIMA is committed not only to provide quality management education to its students but also on producing quality research papers for the further development of the field of management. It has earmarked the decade of 2000 as a decade of Internationalization. In this decade IIM Ahmedabad is focusing on exchange of faculty with International Business schools, admitting full time International schools, expansion of the campus to accommodate the Institutes's International Executive development programs.
In just four decades IIMA has evolved from being India’s premier management institute to a notable international school of management. It all started with Dr Vikram Sarabhai and a few other public spirited industrialists realizing that agriculture, education, health, transportation, population control, energy, and public administration were all vital elements in a growing society and that it was necessary to link these meaningfully with industry. The result was the creation of the Indian Institute of Management, Ahmedabad in 1961 as an autonomous body with the active collaboration of the Government of India, Government of Gujarat, and industry.
It was evident that to have a vision was not enough. Effective governance and quality education were seen as critical aspects. From the very start the founders introduced the concept of faculty governance: all members of the faculty play an important role in administering the diverse academic and non-academic activities of the Institute. The empowerment of the faculty has been the propelling force behind the high quality of learning experience at IIMA. The Institute had initial collaboration with Harvard Business School. This collaboration greatly influenced the Institute’s approach to education. Gradually it emerged as a confluence of the best of Eastern and Western values.
